CL 2023-01 provides important information about the 2023 IISHF Annual General Meeting in Tel Aviv (25.-26.02.) including proposals for consideration at the AGM. Also, calls for teams participating at the Men European Cup 2023 and an additional NMA reporting are announced.
1. IISHF AGM 2023

2. IISHF Constitution 2023 - Proposals for Changes
You will get as attachment a draft of IISHF Constitution 2023 as proposed by IISHF Presidium. Please note that following colours have been used to mark the modifications for better understanding:

3. IISHF Regulations 2023 – Proposals for Changes

4. IISHF Official Rule Book 2023
Please find attached the updated Rule Book 2023 as prepared by the IISHF Technical Committee. The document only contains two wording changes requested by the IISHF presidium which reflect the common wording in other IISHF documents. Because it’s an intermediate release, no rule changes are allowed.
5. IISHF Official Rule Book 2024
The Rule Book 2024 is currently in its last stages of preparation and will be distributed shortly.
6. Topics for Any Other Business for AGM 2023
We have received topics from a number of NMAs for the point Any Other Business to be discussed the IISHF AGM 2023. The following countries have delivered proposals (please find them attached):

7. Teams willing to play Thursday evening game for IISHF Men European Cup 2023
Crash Eagles Kaarst hosting the IISHF Men European Cup 2023 in Kaarst, Germany on 22-25.06.2023 will have the hall available from Thursday to Sunday and offer playing time from Friday Morning to Sunday Evening. The hosting club offer an Opening Ceremony Thursdat Evening at 18.30 in connection with one (opening) game Thursday Evening at 19:30 with Kaarst as one participating team.
It is not mandatory to play games Thursday evening however it would be great opportunity to display international games in front of home crowd promoting the sport.
We need to get the response delivered from all the participating teams if they are willing to play the Opening game. The response should be delivered by the NMA’s. When responding the participating teams should reply if they are willing to play games on Thursday (Yes or No).

8. Official Deadline for NMA Team Reporting 2022
With IISHF Communication Letter 2022-22 we kindly reminded all National Member Associations (NMAs) that the deadline to send us the number of registered teams (in reference to article §11.12 and §11.13 IISHF Constitution) is 15.01.2023 (today).
On our last AGM 2022 we agreed that the future NMA reporting shall be modified and that for each current year the number of registered teams form the previous year shall apply for all NMAs. As you can see from the attached draft of IISHF Constitution this modification has been accordingly inserted under point 11.12 – 11.14 IISHF Constitution. If the IISHF Council of Members will approve this modification, all the NMAs have to accordingly report as follows:
- Number of inline skater hockey teams which have been registered in that country for the year 2022 and to be reported with the form sheet ”IISHF Annual NMA Reporting” including a list with the name of all registered teams for the year Registered teams are only teams who participated that previous year at the domestic/regional championship or any other official competition in that country or any IISHF European Cup that previous year.
- Each NMA must provide for all registered teams due to point a) verifiable evidence of their participation (e.g. final league score).
In addition to the current annual reporting the IISHF Presidium has set a new deadline to 10.02.2023 to meet the requirement for providing team reporting according to point a) and b) as above. Please kindly be aware that due to point 3.7 IISHF Regulations a fine of 50 EUR shall apply per each week delay (until deadline is met).
As all the NMAs should already determined and know their final number of teams for 2022, only point b) should be an additional duty for the NMAs. With the implementation of this obligation, however, we eliminate all discrepancies for voting rights in future.
