Communication Letter 2023-10 gives corrections on minutes from the 2023 AGM, German proposals for the change in IISHF Constitution, WADA Approach and a call to action for National Member Association's to collaborate with IISHF Communications Team.
1. Corrected Minutes of IISHF Annual General Meeting (AGM) 2023

The minutes of the IISHF AGM was published on 26.03.2023 and objection to the minutes was sent by the Austrian Federation on 29.03.2023 (see reference to the Austrian Federations objections in point 2 and 3).
According to § 11.17 IISHF Constitution the following applies:
“All minutes taken at General Meetings shall be countersigned by the President and Minutes Secretary and forwarded to all members within four (4) weeks. Any objections ot the minutes must be sent in writing to the IISHF within two (2) weeks of receipt. The Preidium shall settle any objetions within four (4) weeks of receipt and shall circulates any changes to the members”.
Please take note then that according to § 11.17 IISHF Constitution any objections to the corrected minutes must be send in writing to the IISHF within two weeks of receipt.
2. German proposals for the change of the IISHF Constitution
The Minutes of the IISHF AGM 2023 were published on 26.03.2023 and the Austrian Federation on 29.03.2023 challenged the outcome of the vote on the german proposals for the changes of the Constitution (Point 13. Motions to change the Constitution). According to the Austrian Federation they were sure, that Austria voted "abstention" and as far as they could remember, Israel and GB voted abstention too, while Ukraine voted against.
The voting was originally in the minutes published as approved by all (13 votes).
The IISHF Presidium has now checked the recording of the minutes in detail and the voting has now been adjusted to the following.
13. MOTIONS TO CHANGE THE CONSTITUTION
Germany proposals:
§1.3: Modification of Europe to Continental
§4.1.e Modification of Europe to Continental
§ 12.1.j Modification of Europe to Continental
SG: Remark: Valid with effect as of 1.1.2024
IG: Combined vote or single vote - Combined vote was suggested.
=> All approved (13 votes).
Correction of the minutes made 25.04.2023
The German proposals were approved after the following vote:
=> Approved (7 votes). Yes: GER, CH, DK and Abstention (6 votes): AT, GB, ISR and UKR.
Please be aware that the IISHF Constitutuon says that an abstention does not count and thus an Abstention is not a vote against. This leagally means that this vote has been approved with 7 YES , 0 AGAINST and 6 ABSTENTIONS and this is then the correct input for the corrected version of the minutes and thus is now accordingly corrected.
Proposal approved since the required 2/3 majority for change of Constitution with 7 votes Yes, 0 votes AGAINST and 6 votes ABSTENTION.
3. WADA Approach
The Minutes of the IISHF AGM 2023 were published on 26.03.2023 and the Austrian Federation on 29.03.2023 challenged as the second topic that the WADA working group (point under any other business): As we discussed at the AGM, we would like to (a) get a better idea of the impact (positive or negative) of a WADA membership on each NMA and (b) find a way to work on this topic together rather than running it as a 2-country project. Since we ideally should have this discussion before we initiate the membership application process, we would like to suggest that we start this process as soon as possible.
The IISHF Presidium has also here checked the recording of the minutes in detail and the minutes have now been adjusted to the following:
Correction of the minutes made 25.04.2023
There might be different opinions whether the process in part 1 and part 2 of the Working Group for WADA Membership is parallel or sequential, so either part 1 and 2 follow up on each other (working group starts as soon as the preconditions for a potential approval process are met) or part 1 and 2 can run in parallel (working group can start whenever it has been established regardless of the preconditions for a later potential approval process).
The position presented by the IISHF Presidium was that the working group should not start before the payment has been made (so a sequential process). However since this is apparently unclear the IISHF Presidium now propose to let the National Member Assocations (NMA) decide on this issue - as it would have been at the meeting itself.
The NMA’s should now decide if the Working Group for the WADA Membership should start immediately (parallel process) or should not start before the 20.000 USD are on the IISHF bank account dedicated for the WADA application process (sequential process) within a 2 weeks deadline 09.05.2023 by e-mail to This email address is being protected from spambots. 4. NMA Communications Teams cooperation with the IISHF Communication Officer
IISHF Communications Team would like to have a virtual meeting with the communication teams of each of the National Member associations. The desired outcome of this meeting is to find a mutual agreement of communication and sharing of information to help strengthen each of the National Members Associations and IISHF.
By working together, we can share ideas, build campaigns, and hopefully help grow the sport.
Our IISHF Communications Team will soon reach out to the National Member Associations Press Office \ Officers and will seek to arrange mutually convenient times.
